Cabotage regulation: A difficult task ahead of road hauliers
We have spent a lot of efforts on cabotage regulation in the past quarter. There is no indication that the focus on this area will be reduced in the coming period, including in light of the entry into force of the new rules on combined transport on 1 July 2018.
The general cabotage rules for international road transport and the special rules now in force in relation to combined transport are all based on EU regulation. International transport companies might think that it would become easier to plan transport within Europe as a result of this regulation, but unfortunately that is not the case. The EU regulation permits individual member states to individually interpret central parts of the regulation, making it difficult to understand and comply with.
